About Springwoods Municipal Utility District Springwoods Municipal Utility District is one of the leading neighborhoods in the Austin area, offering, at the same time, accessibility to major employers in the area and the peaceful quiet of a community removed from the hustle-and-bustle of city life. Your neighbors on the Springwoods MUD board invite you to participate in MUD meetings, held at 6 p.m. on the second Tuesday each month in the building in the park, at 9117 Anderson Mill Rd. A Municipal Utility District (MUD) is a political subdivision of the State of Texas authorized by the Texas Water Code (TWC) to provide water, sewage, drainage and other services within the MUD boundaries. During the 1970s, Austin voters defeated several bond issues intended to finance the extension of city services to new subdivisions.
